Kyrgyzstan has accepted a law that introduces large-scale changes in the regulation of civil aviation. The document, signed by President Sadyr Japarov, amends the Air Code, as well as amends the Budget Code and the Non-Tax Revenue Code. The main goal of the reform is to strengthen flight safety control, regulate the use of unmanned vehicles and ensure sustainable financing for the aviation industry.

The Government has also established that certification of airlines, airfields, training centers and even individual employees will be carried out for a fee. For this purpose, new fees for certification and supervision are being introduced, as well as mandatory contributions from civil aviation organizations for the development of the industry.
As of my last update in January 2022, the regulations regarding drone flying in Kyrgyzstan might have evolved. However, typically, drone regulations are put in place by civil aviation authorities to ensure safety and privacy. Here’s a general guideline on drone flying rules that were applicable at that time:

- Registration: Depending on the weight and purpose of your drone, you might need to register it with the civil aviation authorities in Kyrgyzstan. This registration process helps the authorities keep track of drone owners and ensures accountability.
- Flight Restrictions: Certain areas might be off-limits for drone flying, such as airports, military installations, government buildings, and sensitive infrastructure. Respect any restricted airspace and avoid flying your drone in these areas.
- Altitude Restrictions: There might be altitude restrictions on how high you can fly your drone. Typically, drones are not allowed to fly above a certain altitude to avoid potential conflicts with manned aircraft.
- Safety Guidelines: Follow safety guidelines while flying your drone, such as maintaining visual line of sight, avoiding crowded areas, and flying in good weather conditions. Ensure that your drone is in good working condition before each flight.
- Privacy Concerns: Respect people’s privacy and avoid flying your drone over private property without permission. Be mindful of cultural sensitivities and local customs regarding photography and privacy.
- Permits for Commercial Use: If you plan to use your drone for commercial purposes, such as aerial photography or videography, you might need to obtain permits or licenses from the relevant authorities.
- Local Regulations: Familiarize yourself with any additional local regulations or ordinances that might apply to drone flying in specific regions or municipalities within Kyrgyzstan.
